Proposal for a Joint Campaign Against Police and Military Repression and For the Immediate Release of All Political Prisoners.
Given that: The US has consistently been the main source financial support and propping up and training in military and police repression throughout Latin America and the world AND
Given that: the US's School of the Americas is directly linked to THE WAR AND REPRESSION IN ARGENTINA, CHILE, URUGUAY, EL SALVADOR, GUATEMALA, NICARAGUA, PUERTO RICO AND IN PARTICULAR MEXICO'S main military command and has been used to train the others such as those in charge of such atrocities as the Acteal Massacre AND
Given that: Ex governor of N.Y. Gulliani and current L.A. Police Chief Bratton have been contracted to export and globalize their repressive training for Urban Control in Venenzuela prior to Hugo Chavez and in México through and with the invitation of Lopez Obrador AND
Given that paramilitary types such as in Chiapas and the Minutemen in California , Arizona , aimed particularly at the immigrant population are being developed to carry out some of this state sponsored violence of grassroots struggles in both countries
Given that a key part of their so called strategies of counter insurgency is to jail and silence the leaders of the people such as Mumia Abul Jamal , Ignacio "Nacho" del Valle, Felipe Alvarez y Héctor Galindo y tod@s los presos de Atenco, the Black Panther 8, Leonard Peltier, Los 4 de Puerto Rico y muchos otros,
Given that: the Zapatistas and other struggles, now part of La Otra campana, have taken independent initiative to form their own autonomous community police we propose the following:
1. That an inter-continental commission with La Otra Campana be established that focuses on the question of repression and political prisoners: particularly in Atenco, Oaxaca and Chiapas, immigrants, and people of color in the US, be established (as well as work to link this struggle for freedom to the liberation of the oppressed people of the world)
2. That information on cases such as the prisoners of Atenco , Oaxaca , Mumia, Leonard Peltier and the Black Panther 8, Los Cuatro de Puerto Rico be dissiminated
3. That these bi-national campaigns include major fundraisers twice a year to help the legal cases of Atenco, Oaxaca, Mumia, Leonard Peltier and the Black Panther 8.
4. That close working relationships and sharing of resources be established between Autonomous Policing efforts such as CopWatch L.A. and with self—policing methods on the local level utilizing models such as the ones in Guerrero
5. That the May 1 Police attack on the latino (Mexicano, Salvadoreno, Guatemalteco, Nicaraguence and others) community of Los Angeles and the recent kidnapping of 6 jornaleros in Rancho Cucamanga, California be immediately condemned.
6. That this bi-national working relationship hopefully helps in the development of the Plan de Lucha on both sides of the scar on the earth that is called a border.

Cop Watch Los Angeles
Maywood is a small city with about 40 cops, and it is a clear example of how the police relates to the community as an institution. They work hand in hand with greedy politicians and greedy businesses to exploit, repress, rape, and murder people from oppressed communities.
The community in Maywood, and organizations like Padres Unidos de Maywood (PUMA - United Parents of Maywood) has been organizing the community, fighting back, shining the light on the lies, and putting forward clear demands.
These are the cases of police brutality that have come to light, and we want to help expose these individual cops, and also support the community of Maywood in getting rid of them. They are being put on blast, and going on what we call the Pig Injunction (CWLA Database).
Officer Pablo Cunningham:
-He is known for harassing young people, and the community in Maywood.
-On September 2006, he choked a young Chicano man while he was handcuffed and in custody. He kneed the youth on his testicles and jumped on his kneecap. They disconnected the cameras in the holding cell where before he was beaten. No charges were ever filed against him, they tried to get him for resisting arrest, but the DA hasn't filed any charges. The youth was hospitalized, and Cunningham told the hospital that he got gotten in a fight with another inmate that's why he had bruises. A county nurse didn't believe the youth about being brutalized by the police. While in custody they raised the youth's bail from $150,000 to 250,000.
-On another occasion, with the same family, he smacked a woman in the face then molested her 14-year-old daughter (groping her, and touching her vagina).
-He kicked a young Chicano of 14 years old in his back for no reason.
City Council Member Samuel Peña:
-He was seen at the Copa Cabana/House Lounge getting drunk while four cops protected him/did private security for him. A member of the community called him out at a City Council Meeting. He then showed up to the person's house later that same night with Officer Salgada, threatening the community member not to open her mouth. They were continuing to harass the person and her family every night.
-He bought two mansions in Rosarito, paid for with cash that was given to him by Maywood Club Tow.

-The towing company would work together with police to tow people's cars and sell them in Mexico and in Maywood. The police would set up checkpoints in the city to check if people had licenses, and then called the towing company.
-The owner of the towing company paid for a full expense trip to Las Vegas for the police and bought them their own personal sex workers there with the money they got from selling people's cars.
-People discovered that their cars were being sold when they would place cars on 30-day hold, and when people went to pick them up the cars weren't there.
Officer Menchaca:
-killed an innocent person in Cudahy (Maywood and Cudahy share the same police department).
-He was heard saying when he was drunk and off duty that he will kill somebody, and 2 weeks later he killed an innocent person in Cudahy.
Officer Dennis Acevedo:
-paid under age women to have sex with him
-known for harassing under age women
-known for harassing youth
-one incident he detained somebody for sagging pants, saying "I don't allow that, in my city people have to dress properly."
Officer Villegas:
-beat his wife and he was never punished for it
-His girlfriend was an Explorer (a program where young people get to ride along with police) of 14 years old. When his wife found out about it, he beat her, and she had to put a restraining order on him.
Officer Lynch:
- was caught sexually assaulting a woman
Officer Alvarez:
-took youth out of their homes at gunpoint, while flashing the light at them including a disabled youth
Officer Meza:
-He wanted to "help" a 14 year old girl when she was on drugs and made her a Police Explorer (a program for where young people ride along in police patrols cars).
-He took advantage of her, and she became pregnant at 15 years old. In 2005 they took a trip to Honduras where she got an abortion.
-He has taken away the most cars from people and they call him "The Champ," because of this.
-From the cars he impounded, he gave his under age lover 2 cars, which were registered in her father's name.
-When he would take people's car away he would say, "Tell Father David's mom from the Church of Saint Rose of Lima to help get your car out" (Father David is known for helping the community, and supporting them when they get brutalized by the police to win people some civil rights).
Officer Mike Murielo:
-Molested two young women. He touched them on the chest and threatened to arrest them for unpaid tickets if they didn't talk to him.
-He told one of the women to put her hands on her head then put his hands down her pants and touched her crotch.
-The two women left the state because they were scared for their life, Murielo would return every night, and park outside of their house.

-Was aware of all cases and did nothing

*the police were never punished for their crimes
*In domestic violence cases the police harass the women, don't protect them, and in one case Officer Cunningham tried to solicit the woman for sex.
*Father David has been supporting families who have been victims of police brutality, and has been involved around several issues for civil rights for years in Maywood. Police has threatened his life recently.
Maywood is a clear example of the role of the police in our communities. The police as an institution systematically oppress people in the community. They are the biggest criminals, and conspire with politicians and capitalists in our community to terrorize people. Maywood is a community where people fear being disappeared for resisting by the paramilitary police.
We need to create our own institutions of people's power, because the system failed us, it was never meant to represent the people, only maintain an oppressive power structure. The police are the problem in our community, we don't need them -- we need to rely on ourselves and organize ourselves without police occupation.
In a Maywood City Council Meeting on Tuesday February 27, 2007 a youth whom the police had brutalized and who had missing teeth due to police brutality. His only crime was being witness to his neighbor being beat by cops, and was himself beat after he asked the cops for their badge numbers. He spoke out: "I'm not scared of gang members, I'm scared of the cops, they are the biggest gang."

William Cardenas was released on November 15th, 2006
Cop Watch Los Angeles is a community organization that is based within
oppressed communities, and is fighting police brutality and police
terrorism on all fronts.
We feel that it was a victory on our part, for the family of William
Cardenas, and for this movement that has begun to grow when William's
felony charges were dropped. The police and their courts were forced
to back off. If it wasn't for the organizations, and organizations
like Cop Watch Los Angeles, that stood behind the family and this
case, and revolutionary lawyers like Kwaku Duren (who defended William
pro-bono, and is still fighting to win him justice), that put pressure
on the mainstream media and courts by putting out the video for the
world to see; they would have brushed this brutality under the rug and
William Cardenas will still be in jail today. We forced the system
and the institution of the LAPD to take a step back and be on the
defensive, now all eyes are on the LAPD.
We want to let the world know that this is the beginning of a
revolutionary movement. Part of our mission and goals are to support
family members that have been victims of police brutality and police
murder, as the William Cardenas family. We're also organizing in our
own communities, and we're made up of oppressed people who are
targeted by the injustice system on a daily basis, through racial
profiling, economic exploitation, the prison industrial complex, and
overall neo-colonial conditions. We organize to defend our
communities and take direct action by patrolling the police when
they're carrying out their business as usual (harassing, detaining,
rounding us up), which is our legal right to do. We want to create
the culture and the conditions where people are stepping up and
fighting for their own self-determination. Cop Watch is one tactic in
an overall movement. Cop Watch uses different tactics as an organized
group in communities to implement
short-term, mid-term, and long-term solutions to problems that face our
communities, like police brutality.
We don't want to make the decisions for neighborhoods, we want
neighborhoods to make decisions for themselves, and organize
themselves. We provide the training, the resources and the support in
the self-organization of oppressed communities. In order words we're
a different type of organization, and a different type of democracy.
This victory would have never happened under Citizens' Review Boards,
or by the police conducting their own investigation. This victory
happened through grassroots organizations like Cop Watch Los Angeles,
but this is one victory in an overall fight. William Cardenas was
released but the police who beat him, Patrick Farrell and Alexander
Schlege have not been prosecuted for their crimes. Our demand is that
they get fired and all other cops who brutalize us and kill us are
fired immediately. William Bratton who is also responsible and should
be fired, we're taking matters into our own hands now.
Thanks to this case other cases have been able to surface as well.
There is the case in Venice where a homeless man was pepper sprayed
inside a police car, and an Iranian student who was tasered at UCLA
inside the library by UCPD. There are families who are still fighting
to win justice for lost loved ones who were killed by the police and
sheriffs, like Gonzalo Martinez, Devin Brown, Deandre Brunston, Suzie
Lopes Pena, Javier Quezada, and countless others in Los Angeles.
Cop Watch L.A. and oppressed communities in Los Angeles are not taking
it anymore. We want justice and we want freedom now, we're not
negotiating.

The Guerrilla Chapter of Cop Watch LA feels it is important to not only discuss the problems that our communities are facing but to actively challenge and change them. We exist for that purpose; while we build up our autonomous communities it is important to also connect these ideas to others and to build the fighting capacity of the people. The Guerrilla Chapter supports other communities who want to do the same type of work we can provide whatever resources we have, the basic training and support for people to resist and build. We believe in the principles of mutual aid and that one of our best defenses is our solidarity with others. We are not a vanguard party organization, we will not impose ourselves on communities, and we have much more to learn from the people than we have to teach. Overall our purpose is to fight for land and liberty. We want freedom!

-We want to create a culture of direct action against he police state
-We hope that people can take up this movement and tactic on their own
-We want to inspire people to defend themselves
-We do Know Your Rights trainings
-We fundraise for our community programs and our communities
-We are grassroots
-We are all working class people of color from the hood
-We train and build the level of combativity in ourselves and our peoples
-We want self-determination and the self-organization of our neo-colonies
-We change ourselves in the process of changing the conditions in our communities
-We study, and we promote popular and political education
-We are members of the Revolutionary Autonomous Communities
The Guerrilla Chapter of Cop Watch LA feels it is important to not only discuss the problems that our communities are facing but to actively challenge and change them. We exist for that purpose; while we build up our autonomous communities it is important to also connect these ideas to others and to build the fighting capacity of the people. The Guerrilla Chapter supports other communities who want to do the same type of work we can provide whatever resources we have, the basic training and support for people to resist and build. We believe in the principles of mutual aid and that one of our best defenses is our solidarity with others. We are not a vanguard party organization, we will not impose ourselves on communities, and we have much more to learn from the people than we have to teach. Overall our purpose is to fight for land and liberty. We want freedom!
